The Chamber of Employees is pleased to invite you to the conference: The European Minimum Wage Directive as a tool to strengthen collective bargaining policy. Date: Thursday, June 12, 2025 at 6:30 p.m. Location: Chamber of Employees, 2-4 rue Pierre Hentges, L-1726 Luxembourg with Dr. Torsten Müller, who is a senior researcher at the European Trade Union Institute (ETUI) in the fields of collective bargaining, (minimum) wages and trade unions in Europe. Conference topic: The European Minimum Wage Directive, which will be adopted in autumn 2022, is the first ever piece of EU legislation that explicitly aims to ensure that statutory minimum wages reach an appropriate level and to strengthen collective bargaining systems. The historical significance of the Minimum Wages Directive lies in the fact that decent minimum wages and a high level of collective bargaining are considered essential instruments for achieving overarching socio-political goals such as reducing wage inequality and in-work poverty. To achieve these goals, the Directive sets out certain criteria and reference values for statutory minimum wages and collective agreements in EU Member States. But what is particularly important from a trade union perspective is the fact that the Minimum Wage Directive contains several provisions aimed at strengthening trade unions – for example, the clear clarification that collective bargaining on the part of employees can only be conducted by trade unions. The deadline for transposing the directive into national law was set for 15 November 2024. Since its adoption more than two years ago, the Minimum Wage Directive has led to significant increases in minimum wages and reforms in collective bargaining systems in many countries. The aim of this presentation is, on the one hand, to historically situate the significance of the Minimum Wage Directive in terms of wage policy and collective bargaining and, on the other hand, to give listeners an overview of the key elements of the directive and its concrete effects on minimum wages and collective bargaining systems. The focus will be on the various measures to strengthen sectoral collective agreements that have been discussed or introduced in individual EU countries. It will also be a matter of putting into perspective the procedure for annulment of the directive on minimum wages currently underway before the Court of Justice of the European Communities.
