Venice, winter 1943. The Italian Resistance plans an attack on the headquarters of the German Kommandantur. A man, nicknamed the Engineer, plays a decisive role. Although the explosion is deadly, it fails to hit the intended targets: the German commander escapes, and a Venetian prostitute loses her life. The next day, the authorities react by threatening to shoot hostages if the Engineer is not handed over to them.
