Refugee reception policies: continuities and ruptures from the 20th century to today in Europe, Luxembourg and the Greater Region.
For over a century, the reception of refugees has been at the heart of tensions between humanitarian imperatives, state sovereignty, and international regulations. Crises described as migration crises—whether resulting from armed conflicts, political persecution, decolonization, or natural disasters—have always exposed the contradictions between universal norms and national practices.
From the 1930s onward, when no binding legal framework for refugee protection existed, states sovereignly defined their admission policies, often restrictive and arbitrary, and protection relied on political or charitable networks and local initiatives. After the Second World War and with the implementation of the 1951 Geneva Convention, international law codified the concept of refugee, but state sovereignty remained central. Since the 1990s and continuing to the present day, the securitization of migration policies at the national, European, and global levels has radically transformed the relationship between refugees and states. Increasing bureaucratization, the establishment of temporary or "half-status" statuses, and the reversal of the burden of proof have profoundly altered administrative practices and the effective rights of refugees. This evolution raises questions about the capacity of international legal frameworks to effectively protect refugees in a context where national sovereignty and security concerns prevail.
The international symposium aims to explore the continuities and ruptures of reception policies in Europe through a multidisciplinary framework (history, sociology, political science and law) offering comparative and international analyses.
